Lisa Marie Harris is a nationally recognized financial executive with extensive expertise in governance, public finance, regulatory compliance, and risk management. She currently serves as Chief Financial Officer of the San Diego County Water Authority, where she provides strategic and operational oversight of a multi-billion-dollar public utility serving 3.3 million residents across the region.

Lisa Marie brings significant board leadership experience, including serving as President of the Board of Directors for the San Diego City Employees’ Retirement System, where she guided the organization through a complex pension restructuring to ensure compliance with state law. She also serves on the board of Wakeland Housing and Development Corporation and has held leadership roles with numerous public sector and nonprofit organizations focused on finance, investment, and governance.

Earlier in her career, Lisa Marie served as a Senior Vice President at Siebert Brandford Shank, advising governmental clients on large-scale infrastructure financing, and held senior roles with the County of San Diego Treasurer-Tax Collector’s Office, the State of California Treasurer’s Office, and San Francisco International Airport. She holds a master’s degree in public policy with an emphasis in economics from the University of Michigan and a bachelor’s degree in economics from the University of California, Berkeley. She is NACD Directorship Certified and a recipient of multiple national and regional leadership honors. Emily earned her BA from the University of California, Santa Barbara and was named one of the Top 40 Business Leaders Under 40 in San Diego at the age of 32. She resides in Mission Hills with her husband and young daughter.
